Cookies

Pursuant to the European Regulation 2016/679 (hereinafter, the “Regulation”) and to the Italian legislation on data protection, Regione Lombardia (hereinafter, the “Controller”), as data controller, provides information related to cookies installed on the website Lombardy in the north of Italy, in the heart of Europe (hereinafter, the “Site”) to explain the types and the conditions of use and to provide recommendations on the actions to refuse or delate cookies.

                                                            

  1. What are cookies?

Cookies are short text files that web applications send to visitors for different purposes, e.g. the memorization of technical information or preferences of the user.

Cookies are classified taking into account different elements:

  • Depending on the website that generates cookies: first-party cookies, installed by the website manager or third-party cookies, installed by a different website from the website that the user is visiting.
  • Depending on the purpose: technical cookies, that are used to manage the technical aspects that are necessary to provide a service requested by the user, e.g. the navigation of the website, the session management of the user and the automatic recognition of his/her preferred language.

Analytics cookies, that are used to collect information on the number of users and how they visit the website, and to create general statistics on the service and its utilization.

Profiling cookies, that are used to track and monitor the online navigation of the user and to create profiles studying his/her tastes, habits, choices, etc. These cookies can send to the receiving terminal of the user targeted and personalized advertisements.

  • Depending on the duration: cookies can be memorized on the device in a permanent way or with a variable duration (the so called permanent or persistent cookies). On the other hand, cookies can be deleted closing the browser or they can have a limited duration (the so called session cookies).

  1. Types of cookies: third-party cookies

Visiting the Site, it is possible to receive cookies from website of other organizations (“third parties”).

Third-party cookies can be transmitted such as when there is an interaction with plug-in for the sharing of contents or with the authentication through social media, when the user visualizes videos that are on the YouTube channel or a form with Google’s Captcha.

 

Some of these functionalities are better described in the paragraph 3 of the cookie policy.

 

  1. Utilization of plug-in of social network

The Site uses plug-in of social network, e.g. Facebook and Twitter, to allow the users to share the contents of the Site they find interesting.

 

When the user visits a page of the Site, plug-in establish a direct connection between the user’s browser and social network. Through this connection, social network acquire some information related to the user, e.g. IP address, date and hour of visits, browser, etc. Furthermore, if the user is connected (and authenticated) on a social network, the collected information can be linked to his/her social profile.

Disable cookies

 

It is possible to disable cookies that are memorized on the hard disk entering the dedicated section of the browser. To do this, follow the specific instructions for the browser that is used:

 

Whether the browser is not among those that are proposed, select “Help” on your browser to find information on how to proceed.  

 

Enable the anonymous navigation

 

Through this function, available for almost all browsers, is possible to surf the web without saving any information on visited sites and pages.

However, navigation data, even when this functionality is enabled, are recorded and stored by the website managers and by the connectivity providers.

However, for each new navigation cookies will be installed again; for this reason it is worth doing this operation periodically or using automated functions to periodically delate cookies.

Personal data are collected using cookies may be processed by the employees and collaborators of the Controller, duly authorized and trained on data protection, pursuant to article 29 of the Regulation.

 

Furthermore, the processing may be carried out by trusted companies of the Controller as Data Processors, duly appointed pursuant to article 28 of the Regulation.

 

An updated list of Data Processors is available, upon request, by the Controller.

 

Personal data shall not be diffused.

 

  1. Transfer of personal data to non-EU countries

Personal data are transferred outside the European Union in the ways permitted by the Regulation, pursuant to article 44 and following.

 

  1. Rights of the users pursuant to articles 15-22 of the Regulation

At any time, the user has the right to request and obtain, pursuant to articles 15-22 of the Regulation, the rectification, the integration and the erasure of personal data (so called “right to be forgotten”); in cases provided by the Regulation the restriction of processing and the right to data portability. Furthermore, the user has the right to object to the processing, including profiling.

 

  1.  Right to lodge a complaint

Data subjects who consider that the processing of their personal data infringes the Regulation have the right to lodge a complaint with the Italian Data Protection Authority, as provided for in the article 77 of the Regulation.
