The role of the government authority is to guide, plan, coordinate and control the management of the territory. Its role is to create the conditions and the context which permit people, enterprises, bodies and organizations to transform their projects and ideas into reality.
At the institutional level, Lombardy Region has one President and two assemblies, the Regional Executive Board and the Regional Council.
Regione Lombardia, like other Italian regions that do not enjoy special autonomy, has concurrent legislative powers in some areas and residual legislative powers in areas that are not under the exclusive competence of the central government (Art. 117.4, Constitution).
The regional government has legislative powers for the areas of concurrent legislation listed below, without prejudice to the definition of fundamental principles under the exclusive competence of the central government, and in full compliance with the Constitution, binding provisions of EU law and international obligations.
- International relations and relations with the European Union of Regions;
- Foreign trade;
- Health and safety in the workplace;
- Education, without prejudice to the independence of schools, and with the exception of vocational education and training;
- Scientific and technological research, and support for innovation in manufacturing sectors;
- Health protection;
- Sport legislation;
- Civil protection;
- Land management;
- Civil ports and airports;
- Major transport and navigation networks;
- Communication regulations;
- National production, transportation and distribution of energy;
- Supplementary and complementary social security;
- Harmonisation of public finances and coordination of public finances and the tax system;
- Development of the cultural and environmental heritage and organisation of cultural activities;
- Savings banks, rural savings banks, regional banks;
- Building societies and agricultural credit institutions.
